Alternative Pay Plan Set

The president’s alternative pay plan for federal employees for 2017 calls for a 1 percent across-the-board increase. A 0.6 percent locality pay increase (which varies by area) was confirmed for later this fall.


This reflects the amount the administration set out in the 2017 budget proposal.

The law provides the president with the ability to set a pay raise amount other than that prescribed by the formula in the Federal Employees Pay Comparability Act. That alternative across the board pay plan is required to be submitted to Congress by Sept. 1, with the locality amount to be submitted by Dec. 1.

NTEU believes this is far too low given the last few years’ erosion in federal pay—from the recent three-year pay freeze to the last three years of meager raises. We continue to highlight the impact on federal workers of low pay increases and the impact on federal agencies’ ability to recruit and retain the skilled workforce our nation needs.
