Kelley Commends Partnership for Public Service Report; Urges Agencies to Examine Findings

Press Release September 14, 2005

Washington, D.C. — The leader of the nation’s largest independent union of federal workers today urged agencies to closely examine findings of the Partnership for Public Service “Best Places to Work in the Federal Government” rankings and seek opportunities to work with federal employees and their representatives to boost workplace satisfaction.

“Rankings such as these provide an excellent opportunity for agencies to re-examine their workplaces from the perspective of the front-line employees,” said National Treasury Employees Union President Colleen M. Kelley. “This analysis cuts to the heart of those things that really matter to employees—issues of pay and benefits, leadership, culture and diversity, training and developing and worklife balance. In addressing these issues, federal agencies will truly become competitive with the private sector.”

Recognition that a skilled, experienced workforce is the government’s greatest asset is a major factor missing from administration attempts to overhaul the civil service. “No where in the administration’s current proposals does it include a process for employees to evaluate their leadership and no where does it hold agency leaders accountable for employee attrition and retention,” said Kelley.

NTEU is the largest independent federal employee union representing 150,000 federal employees in 30 federal agencies and departments, including 14,000 CBP employees in the Department of Homeland Security.
