Statement of Colleen M. Kelley on Delay In Energy Department Awards and Promotions

The decision of the Department of Energy (DOE) to delay or, in some cases, deny employee bonuses and promotions until Congress acts on the agency’s fiscal 2007 appropriation is not only an affront to hard-working, successful DOE employees, it is an example of management incompetence. Employees should not be made to suffer in any fashion for the failure of DOE management to plan adequately and budget appropriately. NTEU intends to pursue a national grievance against the agency so that bargaining unit employees will receive, with interest, the awards they have earned by their performance. At the same time, NTEU will use the tools at its disposal to enforce the rights of employees to career ladder promotions on due dates. DOE management must meet its responsibilities to its employees, and NTEU will work strenuously to achieve that end.
