I welcome action yesterday by the House to reduce by another $5 million the fiscal 2007 appropriation for the Department of Homeland Security’s so-called MaxHR personnel system. The Continuing Resolution (CR) allows DHS to spend only $20 million on development of MaxHR this fiscal year. In its fiscal 2007 budget proposal, the White House sought $71.4 million for implementation of this flawed system, which consisted of new and regressive personnel rules DHS sought to impose on its employees. Not only did NTEU lead a successful court battle preventing implementation of these rules, it worked with members of Congress to reduce spending for MaxHR overall. NTEU thanks Rep. David Obey (D-Wisc.), chairman of the House Appropriations Committee, and Rep. David Price (D-N.C.), chairman of its Homeland Security Appropriations Subcommittee, for their leadership on this issue. We look forward to continuing to work with Congress on this and other issues impacting DHS employees.
