White House Announces Appointment of President Kelley to Federal Salary Council

Washington, D.C. —President Obama has appointed National Treasury Employees Union (NTEU) President Colleen M. Kelley to once again serve on the Federal Salary Council, a key advisory body to the executive branch. President Kelley has served on the council since 1999.

“To be chosen to serve again on the Federal Salary Council is an honor,” President Kelley said. “The council’s recommendations on federal pay issues are critical toward ensuring the government continues to recruit and retain a high-quality federal workforce.”

President Kelley was one of seven members appointed by President Obama to serve on the council, which makes recommendations on federal pay matters to the President’s Pay Agent, a body made up of the directors of the Office of Management and Budget, the Office of Personnel Management and the Secretary of Labor.

The council issues recommendations covering the establishment and modification of locality pay areas, as well as locality pay rates for each area. This includes offering recommendations on how to split any available funds between an across-the-board pay increase and locality pay increases when allocated funding does not cover the full amount provided for each under the Federal Employees Pay Comparability Act (FEPCA). The President's Pay Agent makes the final recommendation regarding these matters.

“These impressive individuals bring a wealth of knowledge and tremendous dedication to their new roles,” President Obama said. “I am confident that they will serve the American people well, and I look forward to working with them in the months and years ahead.”

As the largest independent federal union, NTEU represents 150,000 employees in 31 agencies and departments.
